[Classic Mustang] 1968 fuel sending unit help

I am trying to install a new fuel tank and sending unit in my 68 coupe. Does the fuel sending unit need a special tool to make it stay in the tank? I was trying to put it in the tank and it was really loose. Am I doing something wrong?
