Right - of course.

But even at 100% volumetric efficiency, its a reasonable formula for
sizing maximum cu.ft. per minute of the carb. Anything less than 100%
VE goes down from there.

Sure, you can use a carb that can flow 1,500 CFM. But the fuel delivery
curve won't likely match a streetable engine, that expects to top out at
600 CFM.
