Sure, remove the instrument cluster. Check to see if the switch applies power to the fuse box. Put the test light on the contact and see if the switch makes the light go on and off. If it does, then I would think you could pretty much eliminate the switch as the source of trouble. You said your flasher, headlights and tail lights work. Do the brake lights work? I am not as familiar with the 68 car as I am with my earlier model but I know a lot of stuff runs through the turn signal switch on my car. I'm thinking is it possible this is all from a bad turn signal switch? I don't have a diagram to refer to so I can only throw out guesses. What you may be able to do to check is see if there is power going to the turn signal switch.... if there is, and nothing is coming out........
