thanks.  I see the part in NPD.  it is actually 9735-1K.   I have soaked screw with penetrating fluid.  Hope that works.

You're not missing anything. The rod that comes in from the engine compartment is threaded. The clip is to keep the pedal from moving left and right. (It was missing from my car for over 30 years and I never knew it) You're going to have to get the screw out. Don't worry if you damage the screw. A new screw and clip is available from NPD (part number 9375-1K) for $2.15.
