[Classic Mustang] accelerator petal

I am trying to change the accelerator petal on my 68.  The old petal is attached to the shaft with what appears to be a philips screw on the left side of the petal.  My problem is I cannot get the screw loose.  The shop manual indicated that the petal is attached via a clip on the right side.  There is no clip.  What am I missing
