Well, the latter, maybe. But first check the simple things. First,
check to see if your interior dome light(s) is (are) working. You should
be able to turn that on or off with the switch. (I don't have one in my
convertible. :-(

If that works ... then you'll want to get a 12v electrical test light
(to start with, a cheap-o volt ohm meter may come in handy later on) and
measure whether you have voltage coming out of the switch and going to
the dash lights.

Check the shop manual for the correct wire color/code combination for
the wire you're looking for. Clip the ground lead to something metal on
the dash, then poke the tester's probe in through the insulation of the
wire. If the test light lights up, you've got voltage coming out of the
switch.

It could be a rheostat problem on the light switch ... or a poor
connection on the light switch itself or a whole slew of bad bulbs. But
I would suspect the rheostat - or the wiring first.
