Good point.  The headlight switch provides power/control to the dash lights.  My immediate thought was the voltage regulator, but thats for the gauges, not the lights.  I agree with Joe - check out the voltage output from the dimmer on the light switch.

In my 68 Mustang fastback most of the lights in the dash don't work.
This includes the whole instrument cluster. The ones that work are the
turn signals, and the bright light indicator. I've taken the dash out
and don't see any wires that looked disconected. The fuese has been
replaced and the light bulbs look good. ???
