There is normally only a "flapper" (actually, Heat Riser is the name)
on one side. The idea is to inhibit exhaust flow on one side with the
resultant back pressure forcing the exhaust to flow through the intake
manifold crossover passage.

... since I'm in California, I have mine safety wired OPEN so it can
never get stuck CLOSED.... we also rarely need the choke to work .... 8-)
