Depends on what you want to do with the car.
Windsors have more low end torque while a Cleveland
will produce more horsepower at higher RPMs.
If you want a nice 'get around town' car go Windsor since the
Cleveland does not perform as well at lower RPM.
The Windsor and Cleveland are radically different engines with
few interchangeable parts and as one reader mentioned, a Cleveland
may not fit in your car. The Cleveland has huge heads. My Cleveland
lives in a '71 Grande and it barely fits in that. Also, a Windsor will be
less expensive and easier to find.
