A Cleveland is a different engine family (351C/400) than the 221/260/289/302 &351w and I believe is probably too wide to fit easily between the shock towers of a 65/66. I had a Cleveland in a 68 coupe & it was rather difficult to change the plugs & headers.
Also, Windsors are much less expensive to build & you can probably get almost as much if not more horsepower from a Windsor. Figure a Cleveland could cost up to 2 to 3 times more than that of a Windsor. I believe you still get more torque from a Cleveland.
For a 65/66, stay with the Windsor.
