Make sure you use a screwdriver or some other thin long rod to push the  adjusting lever out of the way. When in place, the level enables you to turn the star wheel only in the direction which will adjust the brakes and you need to turn the wheel in the opposite direction. Looking through the access hole you need to move the star wheel downward.
