Another thought on the wheels not turning. You should turn the brake adjustment screw to loosen the brake pads off of the drum. There is an oval opening in the bottom of the backing plate, sometimes with a rubber stopper in it. Look through that opening and you should see the brake adjusting screw. It has a disc with teeth on it which needs to be rotated to either loosen or tighten the brake pads against the drum. You can turn this with a screwdriver, or brake adjusting tool (looks like a screwdriver with a bent end). Turn this until the adjusting screw is very loose. That will insure the brake pads have enough room to back off the drums.
If you want some pictures to help go to www.autozone.com They had a repair guide on-line. You can put in a specific car ('67 mustang) and go to this section and type in something like "adjust drum brakes" and an article will pop up showing you what to do. I have a Mustang Resotoration Manual, and many of the articles on line are the same as what I have in my manual.
