Good Point Walt. While in the Army, we had significant problems with vehicles stored and idle for long period. The moisture in the tank would settle to the bottom and actual microbial action would start. These little guys poop and it settles on the bottom of tank and acid erodes the tanks, both steel and aluminim ones. So then they added a maintenance note to add fuel stabilizer (Stabil) to the fuel tank when stored. I am sure many of us do it. Even the Speed channel has ads for it. The stuff works. So we shouldn't drain the fuel tank in anything, I have never done it ever in the 45 years I have been driving and playing mechanic.
